Explanation

The public has an interest in the enforcement of criminal law that transcends the private interest of the victim — unpunished crime undermines the order upon which all rights depend.

Where this applies

  • A wave of unpunished shoplifting is emboldening more serious crimes.
  • When the government doesn't enforce the law, it invites more lawbreaking.
