Maxim 3.7.5

That which concerns all ought to be borne by all.

Explanation

Public burdens — taxes, defense, and civic obligation — must be shared equally. No class of persons may be singled out to bear a disproportionate weight.

Where this applies

  • A special tax is imposed only on one group while everyone benefits from the service.
  • One class of citizens bears the full cost of something that serves the whole community.
