The effect of law consists in its execution.

Explanation

Law that is not enforced is law in name only — the real measure of any legal system is whether its judgments and decrees are carried into effect.

Where this applies

  • A law on the books that's never enforced is a law in name only.
  • If judgments aren't carried out, the entire legal system is just theater.
