Where this applies

• A court dismisses a lawsuit where the parties could file motions and counter-motions indefinitely with no possible final resolution.
• A judge refuses to allow a procedural maneuver that would let the losing party appeal the same issue an unlimited number of times.
• A legal challenge to a regulation is thrown out because the regulatory process allows infinite rounds of review with no finality, and the law condemns what is endless.
