Explanation
Every provision of law is presumed to have a purpose — if a statutory provision would be rendered meaningless by a particular interpretation, that interpretation is wrong.
Where this applies
- An interpretation of a statute would render one of its provisions completely meaningless.
- A reading of a law makes an entire section unnecessary.
